The Mayflower Bureau of Investigations (MBI) is under investigation following allegations of misconduct related to the recent governor recall election. Testimony from agents and statements from the Clark County District Attorney’s Office suggest that senior members of the Bureau may have bee involved in activities violating the LUCUS act.
At the center of these claims are accusations that Deputy Director Just_Dapper told agents to participate in election-related protests on team, while other evidence points to possible involvement in the kidnapping of State Senator WooleyMcNoble, the Governor’s primary challenger. Governor OrangeBear22 has also been referenced in testimony, though the extent of his involvement is still unclear.
The gubernatorial recall election of 2002 was one of the most closely watched in Mayflower’s history. Governor OrangeBear22 faced a recall question, with State Senator WooleyMcNoble emerging as his leading challenger. In the final round, the recall question came out with 58.3% support, but Governor OrangeBear22 narrowly survived the runoff ballot, defeating Senator McNoble by fewer than 60 votes out of more than 900 cast.
It was during this tense period that allegations of misconduct by the MBI first surfaced.
Alleged Election-Day Protests
Multiple witnesses and photo evidence show that during the recall vote, a group of masked individuals carrying signs in support of Governor OrangeBear22 were protesting outside a polling place. Photographs show them in MBI uniforms while holding signs urging voters to “Vote No to Recall.”
Whistleblowers and an anonymous witness interviewed by the District Attorney’s Office claim that these individuals were on-duty MBI agents. The same testimony states that Deputy Director Just_Dapper announced the demonstration as part of an official Bureau “shift” in the agency’s communications.
In an interview transcript obtained by MPBS, one anonymous witness stated:
“Any statement from MBI command that it was impersonators doing [the protest] is completely false.”
The same witness named multiple agents allegedly present and identified Just_Dapper as the organizer.
Kidnapping Allegations
Likely the most serious allegations involve the reported kidnapping of State Senator WooleyMcNoble. According to testimony, audio recordings captured MBI leadership, including Bravocreed and Just_Dapper, discussing the incident.
An anonymous witness told investigators that while not personally involved, they watched events unfold via livestream and later heard agents admit responsibility.
District Attorney bob78711new has publicly stated that his office’s investigation uncovered “multiple counts of felony misconduct” and confirmed that kidnapping is among the charges under consideration.
As of now, the DA has not released further details on Senator McNoble’s alleged abduction, nor has it been confirmed whether criminal indictments have been formally filed.
Testimony Regarding Leadership
Several witnesses have also alleged that Governor OrangeBear22 either communicated with or observed the Bureau’s actions. One former agent recalled seeing the Governor present during an internal interrogation, while another testified that the Governor congratulated agents for being “competent at prosecuting political opponents.”
It is important to note that these claims remain allegations. No official finding has yet been made linking the Governor directly to misconduct.
The District Attorney’s Findings
On August 8, 2025, the Clark County District Attorney’s Office released a summary of its independent investigation. The release stated that:
- Agents of the MBI, under Just_Dapper’s authority, “may have violated the Lucas Act.”
- At least 11 individuals were identified for possible charges related to conspiracy against rights.
- Just_Dapper faces the most serious allegations, including misconduct, kidnapping, and destruction of evidence.

Whistleblower Accounts
Whistleblowers have provided a large portion of the evidence as of now. One former agent, ThePatrioticNerd, described a culture in which political influence was openly discussed inside the Bureau. He claimed that after raising concerns, he was removed from duty without explanation.
Another anonymous agent supplied video evidence and confirmed that orders to demonstrate at polling stations came directly from Bureau leadership.
What Happens Next?
The investigation into MBI remains active. According to the District Attorney’s Office, additional evidence such as transcripts and recordings is still being reviewed. It is possible that indictments could follow, however no formal timeline has been provided.
With this, the Bureau’s credibility has been called into question, and the political landscape remains unsettled. Whether the allegations prove true or not, the controversy has already reshaped public perception of both the MBI and the Governor’s administration.
