“Every high command in the cartel has been an officer at least once, including all three of us that you met today. We are a criminal organization that indulges in business in both the professional setting as well as the street settings. We do well in both while constantly seeking improvement in our criminal method ways, giving the combination sense of a cartel and mafia. We construct a unique system of operations that seems to fit well within the economy of Clark.”
